So, in physics, the formulation of the rules changes depending at what length scales the rules are being applied to. For example, for day-to-day length scales, Newton's laws are good enough. For extremely long length scales—like across solar systems or across galaxies—you need Einstein's formulation of special and general relativity. At extremely small length scales, like subatomic length scales, we need to invoke quantum mechanics. So, the unique rules formulation for specific length scales at which they apply to.

Same thing happens in spirituality. The discourses and the sutras that are given to the student is given to the student depending on his or her level of settledness of the mind. For example, Vasishtha's yoga is given to Lord Rama by sage Vasishtha, and Lord Rama's mind was quite settled, so the rules that Vasishtha has given are unique to the settled-mind people. Patanjali is talking to the more normal people—the distracted mind—and he's taking them from the state of distracted mind to the state of settled mind, and his rules in the Patanjali's yoga sutras are unique to these kind of individuals.
