When the mind is noisy, the chitta has impressions on it because of the smearing effect. The loss of granularity of the moments leads to a smearing effect. And this smear on the Chitta is called Vrutti. Now you know what Vrutti is. It's a smear that is left on the Chitta.

What is the consequence of that? The consequence of that is: the chitta that is smeared will cause a distortion of the perception of the next moment. For example, if I had shown you two photos—which I did in the past reels—one was the raw ingredients of Upma, and the other one was the finished product of Upma. Remember that?
